technically, CentOS could be slower than RHEL (same version). Don't ask me why, ask Redhat...
I think the contractor is lying. I don't think there is any so files that you have in CentOS but not in RHEL. All you have to do is to add the extra repository, if you don't want to compile from the source.
On the other hand, there are some packages that are only available to RHEL subscribers that CentOS doesn't offer, such as KVM paravirtualization libraries for Windows.
Your contractor probably tried to cover the fact that they never tested the system using RHEL...

只要有编译器,有源码,多数程序都能用。

我猜大概因为Redhat是商用的,出了问题不好维护;CentOS自己维护起来可能相对方便一点。

"Redhat是商用的,出了问题不好维护", that's nonsense! RH provides support but CentOS doesn't. If you don't want to pay subscription, you could go for CentOS. But, you won't get much support.
For example, CentOS has moved to 6.6, then it will immediately drop the support to version 6.5. What if you have some programs only working on 6.5 but not 6.6?
Again, the only reason you choose CentOS is because you are "poor"...
