VSFTP 问题, 用户登陆后,只能下载,不能上传?

我禁止匿名登陆FTP,
然后启动
chroot_list_enable=YES
chroot_list_file=/etc/vsftpd.chroot_list
禁止test用户可以浏览上层目录,
之后将test的默认目录/home/test 改成/var/www/cgi-bin.
这样就成功地控制了test用户只可以访问我的cgi-bin目录,
但十分奇怪,用test登陆后,只能下载文件,不能上传!
好象对cgi-bin的目录没有写的权限。
